Jewell has signed a two-and-a-half year deal and has been tasked with repeating his feat of steering Bradford and Wigan into the top flight.
Evans said: "The last few days have been long and eventful and we have spoken to a number of people interested in the job.
"However the owner Marcus Evans and I were sure that Paul's track record - including being one of only three managers to achieve promotion to the Premier League with two different clubs - means he is the right man for the job.
"We as a club need to look forwards and we will fully support him in achieving his objectives."
