Hutchings, who has worked with Jewell before at Bradford, Wigan and Derby, has only been at the club for two days but is encouraged by what he has seen on the training ground.
He told the club's official website: "There are some good players here, we just need to get the best out of them.
"I've only had a couple of days here but the players have bought into what we want to do, how we want to play.It's a fresh start for the players and it's going to take time to turn things around. It is a big challenge but I'm looking forward to it."
The highly experienced coach also believes Ipswich is a huge club with the potential to get into the Premier League again.
He added: "This is a big football club with a great history and when you look around the place, it has the potential to go along way."
