"It's going to be difficult because of the fact - and I know people don't want to hear it - we are finding it hard to attract a certain player," he said.
"Experienced players don't necessarily want to commute to Ipswich."
Town have been forced to utilise the loan market six times this season, with Jack Colback, Rory Fallon, Jake Livermore and Darren O'Dea all set to return to their parent clubs this month.

"We'll see over the next 48 hours. But we have to be careful because it's all well and good saying 'Can we have them to play next Sunday?' if we don't have a commitment from the clubs that they can stay longer," he said.
"If you were in their shoes why would you let them play in the FA Cup because they might want them back further down the line?

"As much as I'm against getting too many loan players in, if that's what we're left to deal with then we'll have to look at that.
"We're looking at maybe one or two younger players to maybe come in and give us that boost."
Keane added he will take another look at midfielder Grant Leadbitter's red card in the 1-0 defeat by Nottingham Forest on Monday before deciding whether to issue an appeal.
He also hopes the hamstring injury which saw Gareth McAuley last just 45 minutes on his return from an Achilles problem is a minor tweak.
