Jewell will definitely be without captain David Norris, whose 10th yellow card of the season means he sits out the next two games.
"We'll assess Jimmy and hopefully he'll be fit for Saturday," the Town boss told BBC Radio Suffolk.
"It's a lot of games he's played in a short space of time, considering he hasn't played a lot of football it's probably caught up with him.
"David's ban is a blow as well, it's an area we're a bit light in bodies at the moment."
Bullard has been in good form since switching from Hull on loan in January, with Ipswich winning four of the seven games he has played in.
"He had a fitness test in the morning and wasn't able to play and you can see he's been a huge influence on the team," added Jewell.
"We didn't have any leader out there, anybody who wanted to get on the ball and dictate play and that's what Jimmy does."
