Jewell has arrived to replace Roy Keane and is expected to invest in the squad this month but was quick to calm talk of a revolution at Portman Road.
He said: "If you look at the Championship there are a lot of big teams with the same expectation of getting out of this league. It's very tough.
"Hopefully in two-and-a-half years we will be sat in the Premier League.
"The owner will support us in the things we want to do but I'm not going to blow everyone out of the water here.
"I want to improve the players we already have here and if there are players who can come in who can improve us we will look to do that."
