Defender McAuley and midfielder Norris have been vital players for Town over the last few seasons but have turned down the chance to stay at Portman Road.
Manager Paul Jewell said: "It's unfortunate because we would have liked to keep both of them.
"The club made them fair offers but the players are entitled to do what is best for them and their families.
"We offered Gareth the deal he wanted but he has been talking to other clubs and it looks like he is joining a Premier League side.
"Norris has other offers on the table as well and they are worth him taking."
