The 30 year old was one of eight players released by Town boss Roy Keane at the end of the 2008/9 Championship campaign and next season will be plying his trade at Hillsborough.
Confirming the transfer to the Official Sheffield Wednesday website, Ow's boss Brian Laws said: "Tommy Miller has a huge amount of Championship experience and is exactly the kind of player I am looking to bring to Sheffield Wednesday.
"I have made it clear that we need to add experience to our squad and Tommy certainly fits the bill. He also has the ability to go with that experience and a massive drive to succeed. I am delighted to welcome him to the club."
