Royle has been told he must cut the blues wage bill of £7M down to £5M for next season to take into account the fact that Town will recieve no Premiership Parachute payment and their media income will be drastically reduced.
Speaking to the East Anglian Daily Times, the former Everton, Manchester City and Oldham boss said: “My priority is a target man. We want someone who can hold the ball up. Too often it comes back too easily and puts us under pressure, so I'm looking for an experienced forward who can do that job.”
Another area where Royle is looking to strengthen is defence, but the full time signing of Matt Elliott looks unlikely: “We saw the difference that Matt Elliott made when he came here just by being sensible.
"We need two centre-halves who can play together. It would be very hard to keep Matty, I would love to keep him alongside John but it is unlikely at this stage.”
Meanwhile soon to return loanee Marcus Bent will be placed on the transfer list on his return, removing his wages at £18,000 per week would go a long way to helping Town trim their wage bill to an acceptable level.
