Speaking to the Official Club Website, former Manchester City boss Royle said: "It's probably a case of players moving out first before we can bring someone in, certainly on a permanent deal that is.
"But we have targets in mind and we used the loan market well last season. Whether it be one loan and one permanent signing, I would certainly like to have a couple of new players here before we kick-off the season."
