Shumi has signed a three year deal at Deepdale and will wear the number eight shirt for the upcoming season which kicks off for Preston against Bristol City at home on Saturday.
Confirming the news to the Official Club Website, Town boss Roy Keane confirmed the former Bursaspor player has left the club: "We accepted a bid for Shumi and he goes to Preston with our best wishes."
Meanwhile the player himself told Preston's official site: "I am very happy to be here at this brilliant club, with a brilliant manager and staff. I wanted to come here before but we had complications but now I am here.
"I am a defensive midfielder and I will give everything for my new manager. We have a long season ahead and hopefully I can work hard in many of those games."
The FYR Macedonia international midfielder last season hit out at Town boss Jim Magilton when Preston North End had a loan bid for him turned down because Town did not want to loan him out to a club they felt could challenge Town for a play-off place.
