Town's number eight is out of contract later this month, and as such could move to any team that makes him an offer on a free transfer.
The midfielder who scored 15 times for Town last season is said to be attracting the interest of Crystal Palace, Sunderland and Leeds United as well as being offered a new two year deal by Town late last month
Sunderland looks the most likely destination for the former Hartlepool player though, as he has strong connections with that area of the country and has previously indicated a move to the Stadium of Light would appeal to him.
Speaking of the most recent developments ot BBC Sport Online, Millers father said: "Tommy has not ruled out signing a new deal with Ipswich - that is still a very strong option. He's torn been staying at Ipswich and getting a fresh start."
