The defender was released by Roy Hodgson's side towards the end of the 2008/2009 Barclays Premier League season, and spent time on trial at Portman both undder former Town boss Jim Magilton and current Town manager Roy Keane.
Confirming the news to the Official Club Website, Brown said: "I suppose it's a bit different, having to impress two managers to get a contract here but I'm delighted,
"Jim Magilton offered me a deal after I had been at Ipswich a couple of weeks and then the new manager came in and I played in the reserves against Leyton Orient and it went okay.
"The manager has said that I will get a chance to show what I can do this season and I'm looking forward to the opportunity.
"I was disappointed when Fulham let me go. I had been there since I was seven and I still love the club but I want to prove them wrong and this is a chance for me to do that.
"My aim is to break into the first-team here. I know that is not going to be easy but that has to be the target and if I do that, it will improve my chances of extending my contract here."
