Wednesday, without a win in six games, forced the early pace with David Graham drilling in a low shot from the edge of the area before setting up Daryl Murphy whose fierce strike was blocked by Lewis Price.
Full-back Luis Castro Sito blundered with a mis-hit back pass, Murphy nipped in to round the keeper but his shot from a tight angle was cleared off the line by Richard Naylor.
On-loan Wednesday keeper Nicky Weaver foiled Gavin Williams before the lively Murphy almost broke the deadlock, twisting past his marker to drill in a left-foot shot which was snatched on the line by the diving Price.
Centre-back Naylor should have snatched the lead in the 58th minute after being set up by former Wednesday midfielder Jim Magilton but the big defender headed wide at the far post.
The Sheffield side were in trouble again minutes later as Forster wriggled along the line before slamming in a right-foot shot that was scooped up by Weaver.
Wednesday defender Graham Coughlan almost found a way through with a close-range header punched clear by Price before Lee Peacock squandered a chance by pulling the ball wide of the target from six yards.
Jason De Vos set up Ipswich's winner in the 87th minute when his cross from the left flank found Forster who beat Weaver from eight yards.
